ABSTRACT
As a continuation of the market reform programme, there have been widespread transformations of existing industrial technology R&D institutes since the mid-1980s. These transformations involve internal restructuring to adapt to external changes, to the extent that the nature of the existing organizations is altered. In comparison, restructuring by means of spinning-off NTEs transfers only some ingredients of institutes into new establishments, while the parent institutes continue with little interruption.
