The closure of vexed and awkward debates of a reflective sort by government may offer some account of why the Advisory Group finally offered citizenship as a subject with specific outcomes; better that than a wholesale rejection of the project. After all, what better way to promote citizenship education than to package and label it – even examine it – ready for delivery? However, although there are clear benefits to be derived from making citizenship more legible, there are serious drawbacks too, for we believe that there are fundamental flaws in closing down the philosophical debate.
