ABSTRACT
In order to decide what counts as evidence that standards are being raised, you have to know what it is that you are trying to measure, and against what criteria, and with what instruments – and even then there are questions to be asked about the rigour of the data-gathering process. The four chapters in this section address different aspects of these questions.
