Mayer (1995: 230) argues that ‘rather than demanding specific third sector or community representation, social movements will need to use their own chip within the system of the new bargaining system’. This ‘new bargaining system’ is becoming increasingly accepted by actors as involving lobbying and direct action (Chapters 6 and 7).
