ABSTRACT
On December 31, 1984, the U.S. government officially terminated its membership in the United Nations Educational, Scientific and Cultural Organization (UNESCO). This policy action marked a new low in a long, troubled relationship. Almost from the inception of the organization, U.S. officials’ efforts to use UNESCO as an effective instrument of foreign policy had been subject to recurring frustrations.
