ABSTRACT

In Part II we were mainly concerned with the influence of market forces on the distribution of income. However, the distribution of income is also influenced by the policies of governments. In some cases these effects are the inadvertent consequences of policies followed for some other purpose; in others, they are the results of policies deliberately pursued to influence the distribution of income. Therefore we must also consider how the distribution of income has been and might be influenced by government policies; this is the subject of Part III.
