Housing has always been a major problem in post-war Yugoslavia. As much as 75 per cent of the total housing stock was damaged during the war and over three million people were left homeless. The new Yugoslavia inherited a housing stock of 3,400,000 units of a generally poor quality - working out at nine square metres per head of the population (Bezovan and Kirincic 1987, p. 82).
