ABSTRACT
One interesting question is how strong the basic idea of collectivism is when it comes to more specific issues like type of ownership in various sectors. This issue is at the heart of Russian economic reforms and debates about the role of the state and the market. How has the privatisation programme influenced the attitudes of the elite and how may the elite’s attitudes explain the various outcomes of the privatisation programme in different sectors?
