HE WHO/WHOEVER: тот, кто

Кто спит с собаками, встаёт с ‘He who (Whoever) sleeps with dogs блохами. gets up with fleas.’

Often the тот part of the sentence will come at the beginning of a separate clause:

Кто умеет, тот и делает. ‘He who can, does.’
