ABSTRACT

This chapter sets out to provide a brief resume of the developments in sports provision from a historical perspective, linking key moments to changes in different sectors. Debates around contemporary policy issues are related to the political, social and economic contexts of the times. A number of important themes have emerged; in particular the value of volunteers and partnerships have frequently been highlighted. In addition, financial and market-led pressures have become more prevalent alongside expanding economic and cultural values. Finally, at the highest levels of government, political enthusiasm for sport has fluctuated. Nevertheless, a significant level of interest in sport and recreation has always been evident.
