ABSTRACT
In Chapter 2 we identified what has passed for debate in Britain about the organisation of central Government. Parts of the academic literature on theory are considered in this chapter. Some of this provides an underpinning to the arguments in favour of ‘designing out’ problems from Government: what is really important to note is the lack of impact of these approaches on the design of Government.
