ABSTRACT

During the last twelve years the Mexican economy has undergone significant transformations due to a shift in government policy goals from import substitution to export promotion. The Mexican economic crisis of 1982 made it clear that the import substitution model applied during the previous four decades could not continue, even though it had allowed very rapid economic growth and the creation of an important industrial base. The transition to export promotion industrialization which began after the crisis of 1982 has been a slow and difficult process.
