How different is Britain? Winston Churchill had no doubt that the United Kingdom should be a powerful patron of a united Europe, but he was less clear about how close its own involvement should be. Partisans on both sides of the long quarrel about British European policy have sought to recruit the great man’s prestige to their respective causes.
