ABSTRACT

Machiavelli had a concept called the concept of virtu. The substance of this concept is that man can change his environment qualitatively, but depends upon two essential things and their meeting together. First, favourable circumstances, and then the leadership which is able to understand these circumstances, react instinctively with them, seize the favourable moments, and then act with determination to fulfil them. When these two characteristics meet, a qualitative change in the situation becomes possible.
