ABSTRACT

Michael J.Sullivan is an American political scientist studying elite Chinese political debates over development and political change as they relate to specific PRC domestic and foreign policies. He is also researching how business and human rights interests in the United States influence US policy toward China. This essay examines how official China engages in the human rights debate, especially Beijing’s assessment of foreign and domestic human rights issues from the perspective of developmentalism. Note the differing positions on these issues presented by Sullivan in this chapter and Zhu Feng in Chapter 12.
