ABSTRACT
There has been much talk recently about the emergence of an information society and the development of an information economy. In the information economy, knowledge is the critical resource and the basis for competition, trade and investment are global, and firms compete with knowledge, networking and agility (Talero 1996). In government, too, information becomes recognised as a vital resource that must be harnessed as information age reform initiatives start to be planned and implemented.
