ABSTRACT

Much has been made in the immediate aftermath of the publication of the Dearing Report of its size, scope and ambition: the 1700 pages of text; the weight of the boxed set (6.5 kg); the volume of paper on its way to the Record Office (including nearly 1000 official submissions and records of evidence); and above all the 93 recommendations (nearly all in multiple clauses). In these circumstances it is importance to capture the essence of the Report and its vision, and to try to separate out the big, or overarching ideas.
