ABSTRACT

In development of the oil handling terminal at Flotta, Orkney, a staged environmental impact assessment (ElA) was integrated with the design of the terminal. The procedure provided a focal point for close cooperation between the local authority, developer and consultants. The EI A framework enabled sophisticated design techniques to be applied to the major problem of visual integration, with maximum effect. The result was rapid statutory approval, implementation and successful integration of a major industrial site into the beautiful but sensitive Orkney landscape.
