Local planning policy— the Newbury approach

This chapter is not about a “how we did it approach” to local planning policy. It will, however, say something about the Newbury experience. It will use this experience as a way of linking the theory and practice of plan-making with some of the issues concerning the changing organizational relationships that affect the cascade of policies from national to local level.
