ABSTRACT
The most momentous policy changes in recent decades have been the economic and political transformations in the formerly socialist countries. The largely peaceful collapse of the USSR, which for many decades had stood as the military and ideological challenger to Western capitalism, represents one of the most extraordinary events in political history. Why did Soviet socialism give way to Russian capitalism? Any sufficiently general theory of policy transformation should be able to offer an effective post-mortem of the defunct USSR.
