ABSTRACT
In recent decades, a significant change has taken place in development policy. Gradually losing ground are the so-called “top-down” policies which, managed by central administrations, aimed to redistribute economic activity spatially and reduce regional differences in per capita income levels. Simultaneously gaining ground is the “bottom-up” approach, in which policy targeting the economic development of specific regions and cities is promoted and administered by local and regional governments.
