ABSTRACT

Moscow occupies a special place on the political map of the Russian Federation. It is not only the capital and the political centre of the Federation, but also Russia’s most developed and prosperous region, with considerable authority delegated to it by the federal centre in exchange for its loyalty to Boris Yeltsin. The dual status of the region was a starting point both for the creation of a city management system independent of the federal centre and for the adoption of such a model for political and economic resource management, which allowed Moscow to maximise its huge investment potential.
