ABSTRACT
The circumstances in which the Kenseito Cabinet was set up were not such as to guarantee its stable existence. Feelings of antipathy to the emergence of the first-ever party Cabinet, on the part of genro, bureaucrats, Members of the House of Peers and others, swirled around the new Cabinet, while on the other hand, inside the two parties which had joined forces, there was a welling up of enormous expectations towards a party Cabinet realized as a result of ten or twenty years of devotion to the cause. Right from its inception the Cabinet was buffeted by these completely contradictory forces.
