This paper reviews the public policy instruments deployed by the UK government to stimulate the rate and direction of innovation in the construction industry. The instruments are analysed in terms of a model of the innovation and diffusion process in construction as a complex systems industry. The model allows the clearer identification of the varying aims and objectives of the different public policy instruments. In line with the model, a tabular presentation of the objectives and means of each of the instruments is also presented.
