ABSTRACT

The Council of the European Union is formed by representatives of the 15 EU member-states at ‘ministerial level’ (which means that not only members of the national government but also regional ministers can attend and even chair, as will be discussed below). Meetings of the Council at the highest level are held monthly, mostly in Brussels and sometimes in Luxembourg. They are chaired by the representative of the member-state that is in the Presidency for six-month turns.
