ABSTRACT
In the preceding chapter we outlined the particular conditions of the Costa Rican telecommunications regime and the failure of the liberalization initiative. We shall now take a closer look at what has become a rare species: NICT development in the context of an ongoing state monopoly, not only in mainline telephony but also in mobile telephony and Internet services.
