Abstract (Editors’ note) This paper discusses the evidence as to whether the English National Health Service internal market can be considered a success or a failure. It then considers the lessons that can be learnt from the experiment. Finally it discusses if the lessons are apparent in the proposals for the internal market’s successor, as laid out in the Labour Government’s White Paper, The New NHS (Secretary of State for Health 1997).
