ABSTRACT

What was the quality and power of the intelligence that provided the case for a preemptive war? Was the right information available with a degree of certainty to justify a pre-emptive war? Was it discussed? These are valid questions that demand answers. The answers reveal underlying tensions and drama within the intelligence community and between intelligence and those who use their products. As in Vietnam, the failings of intelligence in Iraq can be traced to the failure to adhere to the principles of intelligence.
