What kind of government?

One of the fundamental roles of the state is to provide a specific kind of public good – security – for its citizens. This has likely been the most important consideration in establishing ancient states and certainly the most important criterion used in the assessment of their success. Reflecting this importance, the modern theory of state suggests that the emergence of states can be explained as a natural response to the security needs of the individuals in a hypothetical stateless ‘original position’.
