ABSTRACT

In Chapters 10 and 11 we have learned about the struggle of planning processes and plans to really connect to people. Van Dijk, Aarts and De Wit described the subtle structures of administration to limit the powers of civil initiatives. Leinfelder attempts to bring zoning closer to what people set as targets for the open spaces they enjoy. This chapter takes Leinfelder’s proposal even further, by putting the social meaning of open space back in the centre of planning – not only in plans but even as the object of planning.
