ABSTRACT

At the end of this book, Chapter 13 draws together a number of lines. With reference to the scheme in the Introduction (Chapter 1), the book explores the prospect of a more market-led perspective on open space, as well as how to link people’s perception of open spaces with planning. This chapter, by combining governmental goal-setting with respect to open space loss with a market for nondevelopment obligations that is responsive to people’s degree of appreciation for a site, tries to do both. Because people have different rationalities, we should use different enforcement strategies that bring together regulatory, market, and egalitarian elements.
