ABSTRACT

Since 1947 Copenhagen and the Copenhagen Region have been guided by visions outlined in the so-called Fingerplan, which was formulated as a comprehensive master plan for urban development in Copenhagen (Figure 2.1). A major effect of the Fingerplan has been the safeguarding of significant areas of green space but the story of the Fingerplan is not just a success story. The implementation of the visions of the Fingerplan has been impeded by inconsistency and lack of continuity in the planning system, and in day-to-day administrative decisions.
