ABSTRACT

A further demonstration of the power of local culture concerns the methods by which ISO-type standards have been implemented in practice. Held to be the key to long-term employee acceptance, the involvement of grassroots staff in every stage of the process was thought to ensure its clear and open passage. However, many local employees have complained that although they are closest to the day-to-day operation of the business, in reality they had been neither consulted nor trained in the workings of the quality systems process.
