welfare function The basic function of PERSONNEL MANAGEMENT which implies responsibility for the well-being of an ORGANIZATION’s members, physical, mental and social. At the very least this will include HEALTH AND SAFETY AT WORK but, depending on the policy of the organization, it may also include many other things, like AFFIRMATIVE ACTION, PATERNITY LEAVE, or the provision of a crèche for working mothers of small children.
