ABSTRACT
The title of 89/106/EEC includes the phrase ‘approximation of laws, regulations and administrative provisions’. It will mislead many. Beyond its preambles, 89/106/ EEC makes limited reference to these provisions. The route taken to approximation is through the harmonization of technical specifications by means of which Member States may, or may not, satisfy regulatory requirements, and where they do may, or may not, make their use mandatory.
