The Single European Market only becomes a reality when manufacturers work to common technical standards against which regulators accept as statements of technical requirements in legislation, and public authority purchasers specify. The New Approach to a Single Market is, therefore, based on the following principles:
• Where European legislation refers to technical specifications, they usually mean harmonized European standards.
