ABSTRACT
In some localities, there is a higher level of community involvement in the use and development of the area. In others, the level of involvement and participation is low and contributes to feelings of alienation and hostility. This chapter explores the opportunities and need for positive community and individual involvement and action. It identifies some of the obstacles to participation, steps which can be promoted by public policy and ways in which communities can exert influence from the ‘grass roots’.
