ABSTRACT
As the dust gradually settles on one of India’s most controversial achievements in foreign policy, never before has any international issue ignited a debate so extensive where the contention had largely been ‘sovereignty’ and ‘national interest’ centric, rather than on the actual agreement. Besides, it is for the fi rst time that a bilateral agreement faced stiff political opposition from both the Indian Left and the Right.
