ABSTRACT

In a paper analysing the Indo-US nuclear deal shortly after it was announced on 18 July 2005, I had concluded on a dour note that, ‘a basic confusion in objectives and concealment of the vulnerabilities of India’s atomic energy program has created a parlous situation, necessitating the current nuclear deal being reached with the United States from a position of weakness…. It is by no means a “done deal” at this point in time.’1
