ABSTRACT
The purpose here is to examine the ways in which states are responding to the tensions between the three nationalist visions outlined in Chapter 7. State élites are of course never simply the neutral managers or arbiters of these nationalist visions, and several have been willing to employ authoritarian means to impose their own view of nationalist virtue upon aberrant sections of society. The authoritarian imposition of one nationalist vision is not examined here, though its impact was discussed in the context of the Basque case (Chapter 4). But some states which wish to promote one vision of nationalist virtue, nevertheless, seek to avoid political contention by taking measures to accommodate, persuade, coopt or divert proponents of competing nationalist visions.
