ABSTRACT

According to the Camp David agreement, Israel is required to negotiate with Egypt the terms for Palestinian autonomy: a concept which explicitly invests Israel with sovereignty over the land and waters of the West Bank and Gaza, and the right to protect them. This means that an accord on the Palestinian issue is expected to spell out how the people living in the West Bank and Gaza are to run their internal affairs, once Israeli military administration is ended and Israeli troops withdrawn to specified garrisons in the territories. Even if Israel and Egypt were to reach such an agreement it seems unlikely that the West Bankers and Gazans would execute a plan in whose creation they have had no role at all. 1 As such, this avenue of progress must be considered closed.
