ABSTRACT
The main objective of this chapter is to explore the debate over the choice of techniques in some detail and, in the process, investigate whether it is still relevant. This debate, which has been a long one, has reached a stage where policy makers in the developing world can now see the issue in a much wider context, thus helping them to move from the pure theoretical aspect of technical choice to the practical need of technology development.
