ABSTRACT
This chapter deals with the reforms of the Finnish government at central and local level during the 1980s and 1990s. The administrative and managerial reforms are discussed here in connection with an idea of the reform ‘industry’. What is exactly meant by this metaphor, the reform ‘industry’, as far as it concerns the Finnish government and public administration?
