ABSTRACT
Bilingual learners are often classified by EAL teachers by their stages of development in learning English. This should not be confused with the Code of Practice graduated response.
Bilingual stages
• Stage 1: new to English • Stage 2: learning familiarity with English • Stage 3: becoming confident in use of English • Stage 4: on the way to fluent use of English in most social learning contexts.
