ABSTRACT

A primary thrust of the UK Department of Culture, Media and Sport Report, Better Public Buildings, the National Audit Office Report, Modernising Construction, and the UK Confederation of Construction Clients’ Charter Handbook is the need to ensure the functional performance of the constructed facility is such that the morale and efficiency of those working in and using the facility are enhanced. This primary thrust is also common to the USA National Construction Goals that strongly emphasises the need for the buildings and facilities constructed in the USA to enhance the competitiveness of their occupants and users. In fact, one of the seven USA National Construction Goals demands that the design of buildings be improved sufficiently to deliver a 50 per cent enhancement to the performance of the building occupants.
