ABSTRACT
What is known 5 years after New Labour came to power about the implementation of Tony Blair’s ‘vision’ (see above)? This chapter begins to explore this question with a survey of what research can tell us about how ‘horizontal’ policy has developed in recent years, in the aftermath of the Compact, whose origins and raison d’être were analysed in Chapter 3.
