Finally, ‘equality’ is sometimes also suggested to be a distinctive internal operating norm within voluntary organizations. Yet here again, there is mixed evidence concerning these claims’ relationship with actual practice. Diana Leat’s exploratory study of managers who experienced organizational life in both the voluntary and for-profit sectors reported a belief that a greater commitment to equal opportunities did seem to be evident in the former setting. At the same time, however, there were ‘doubts about what it really meant . . . the phrase double talk was frequently used here’ (Leat, 1995: 19; and see discussion of ‘wage equity’ and ‘amateurism’ in Section 6.3).
