ABSTRACT

There is an increasing tendency for solutions to the economy to be sought in the sphere of education. While this is not a new idea – in 1874 Disraeli said ‘Upon the education of the people of this country, the fate of this country depends’ – it is an idea that is gaining in popularity with both writers and politicians. The 21st Century Skills White Paper DfES 2003) is recent evidence of the government’s belief that a strong link needs to be built between the education system and the economy to boost productivity and competitiveness. Unveiled in July 2003, the White Paper gave particular prominence to the role that further education can play in reviving the economy. It seems that the government sees a key role for colleges and other training providers in helping to overcome the skills gap.
