ABSTRACT
Leisure is an important ingredient of culture, possibly more so than work and other aspects of life. Local authorities are directed by government to plan strategically and write forward-looking ‘cultural strategies’. The role of Leisure Managers is to deliver broad-based services that serve to build upon their district heritage and culture, traditional and new. However, in England and Wales only libraries and allotments are statutory services; leisure, recreation, sports, arts and play are not: they remain ‘permissive’ services which may, or may not, be provided. Yet a local authority still needs to prepare a Cultural Strategy, leisure being a prominent feature.
