ABSTRACT
Although 1982 is the best date to attach to decentralisation, the act of 2 March of that year was merely the start of a legislative avalanche: Jacques Baguenard has calculated that over fifty acts and over 350 decrees were devoted to central-local relations over the following decade. Many of the most important of the reforms have been alluded to above. They can be summarised under eleven headings.
